Since 2010 Santa Cruz County Provisional Community College District (SCCPCCD) has served Santa Cruz County, providing affordable, comprehensive educational opportunities to the county’s diverse communities. Proposition (Prop.) 413 on November’s ballot will provide the flexibility that will allow the College to continue to support students at the highest level and educate a highly skilled workforce that supports economic development in our community.
Prop. 413 will not increase taxes. It will increase the College’s flexibility to the spend tax revenue it has already collected on educational programs and services. Proposition 413 will increase the base factor that is used in the annual expenditure limitation calculation, which limits how much the Community College District can spend on operations. This simple increase to the Base Limit would increase SCCPCD’s available revenues…without affecting taxpayers.

What Is An Expenditure Limit?
The Arizona Constitution required the Economic Estimates Commission to establish for each community college district a base limit form actual expenditures of local revenues of fiscal year 79-80. For community college districts created or consolidated after fiscal year 79-80, the commission determines the base limit as described in A.R.S. 41-563(B)(5). Each Year, the commission calculates the constitutional expenditure limitation for all community college districts in accordance with A.R.S. 41-563 by adjusting their base limits for changes in student population and inflation since the base year.

What Is A Permanent Expenditure Limit Adjustment?
A permanent EXPENDITURE LIMIT adjustment will change the 1979/80 expense factor that is currently used for the annual EXPENDITURE LIMIT calculation. In this case, the Community College District’s Base Limit will increase by $1,392,941. If approved, the additional expenditures authorized will be funded from revenue obtained from state, and local sources. In 2023-2024, the Community College District’s expenditure limitation will increase from $822,832 to $1,583,357.

RESOLUTION OF THE GOVERNING BOARD OF THE SANTA CRUZ COUNTY PROVISIONAL COMMUNITY COLLEGE DISTRICT, SANTA CRUZ COUNTY, ARIZONA, ORDERING AND CALLING A SPECIAL ELECTION TO BE HELD ON NOVEMBER 8, 2022, IN CONJUNCTION WITH THE GENERAL ELECTION, TO SUBMIT A QUESTION TO THE REGISTERED VOTERS OF THE DISTRICT PROPOSING A PERMANENT EXPENDITURE LIMITATION ADJUSTMENT TO THE 1979-1980 BASE EXPENDITURE LIMITATION OF THE SANTA CRUZ COUNTY PROVISIONAL COMMUNITY COLLEGE DISTRICT; PROVIDING FOR THE CONDUCT OF THE ELECTION, THE PRINTING OF BALLOTS, THE CANVASSING OF THE ELECTION AND COMPLIANCE WITH THE VOTING RIGHTS ACT.
WHEREAS, Arizona Revised Statutes (“A.R.S.”) § 15-1471, as amended, provides that the Governing Board (the “Board”) of the Santa Cruz County Provisional Community College District of Santa Cruz County, Arizona (the “District”), may, on the approval of a majority of the qualified electors in the District voting at a regularly scheduled election, permanently adjust the fiscal year 1979-1980 base limit used to determine the District expenditure limitation prescribed pursuant to Article IX, Section 21, of the Constitution of Arizona; and
WHEREAS, the current base limit of the District is $1,507,059 and the District is now proposing to increase the base limitation to $2,900,000, resulting in an estimated increase in the expenditure limitation capacity of $524,565 in fiscal year 2023-24; and
WHEREAS, the rationale for the request is as follows: Increasing the base limitation as proposed would bring the base expenditure limit of the District to a level consistent with the base expenditure limit of other community college districts in the state on a per student basis. In addition, the adjustment would allow spending in light of the cost of education rising faster than the implicit price deflator for the gross national product used to calculate expenditure limitation over time because of increasing use of technology and salaries for faculty qualified to teach in technical and high demand career fields. Increasing the base expenditure limitation would ensure the District is able to spend the tax revenue it is already receiving on the programs, equipment, and personnel necessary to deliver educational services to meet student career goals and local employer workforce needs; and
WHEREAS, the Board deems it necessary and in the best interests of the District to order and call a special election for the purpose of submitting to the voters the question requesting voter approval or disapproval of authority for the District to permanently adjust the fiscal year 1979-1980 base expenditure limit by $1,392,941 (the “Election”); such Election to be held in and for the District on November 8, 2022, pursuant to the provisions of A.R.S. § 15-1471
